- Spread half of the chopped cabbage in the bottom of the prepared baking dish, layer the seasoned beef mixture, then cooked rice and diced tomatoes with their juices.
- Top with the remaining chopped cabbage and pour beef broth over the entire casserole.

- Remove the foil, sprinkle shredded cheddar cheese on top, and bake uncovered for an additional 10-15 minutes.
